LSTAR Welcomes 2024 Chair Kathy Amess
The London and St. Thomas Association of REALTORS® (LSTAR) Board of Directors is pleased to announce that Kathy Amess will serve as its Chair in 2024. Based in London, Amess is a Broker of Record/Owner of Blue Forest Realty Inc. She became a REALTOR® in 1993 and joined the LSTAR Board of Directors in 2020.

“2024 is an exciting time for our industry. There is lots of attention on the market and housing supply both locally and across the country,” said 2024 LSTAR Chair Kathy Amess. “It’s important that we as an industry continue to engage with all levels of government and community stakeholders to ensure that everyone has a safe and affordable place to call home. We have a fantastic Board of Directors and I look forward to working with them to better serve our members, advocate for improved housing attainability and ultimately build stronger communities.”
Kathy currently serves on LSTAR’s Executive, Finance, Governance, Political Affairs, and Diversity, Equity and Inclusion Committees. She is the Chair of the LSTAR Charity Golf Tournament.
She has been a longtime supporter of the community with a particular emphasis on organizations that support mental health and addiction services.

In accordance with the OREA By-law, there is no further opportunity for additional candidates.
Elections are not required for:
- President (2023 President-Elect, Rick Kedzior, automatically becomes 2024 President).
- Immediate Past President (2023 President, Tania Artenosi, automatically becomes 2024 Immediate Past President).
- Director-at-Large (Paul Etherington and Lisa Patel will continue in the second year of their two-year term).

Please note, there will be no election for the Southern Ontario and Northeastern Ontario Provincial Director positions and the two Director-at-Large positions since the candidates for these positions have been acclaimed.

Guide to the PropTx MLS® Rules & Policies

On November 16, 2023, LSTAR's Board of Directors voted unanimously in favour of entering an agreement with PropTx, a subsidiary of the Toronto Regional Real Estate Board (TRREB), for the provisions of MLS® and related services. Signing this agreement binds LSTAR to follow and abide by the PropTx MLS® Rules and Policies.
LSTAR's MLS® Team has noted some differences between ITSO's Rules and the new PropTx Rules for your awareness, which can be found here.
Familiarize Yourself with the PropTx MLS® Forms
While the ITSO MLS® System requires you to use twelve (12) separate MLS® Forms, there are only seven (7) MLS® Forms that you will have to use with the PropTx MLS® Service. They are as follows:
- PropTx Residential Sale Form
- PropTx Residential Lease Form
- PropTx Cottage/Rural/Waterfront Sale Form
- PropTx Condo Sale Form
- PropTx Condo Lease Form
- PropTx Commercial Sale Form
- PropTx Commercial Lease Form
All these forms can be found on the "MLS® Rules and Forms" page of the LSTAR Member Hub. On the same page you can find the "PropTx MLS® Rules with VOWs", "A Comprehensive Review of the PropTx MLS® Rules", and a document summarizing the main differences in MLS® Rules between ITSO and PropTx in plain language.
PropTx MLS® Access Fees for Office Administrators and Personal/Unlicensed Assistants
As LSTAR's continues its transition to the PropTX MLS® service, there are two important policies that demand your attention. Here's a concise overview:
For Brokerages Regarding Their Office Administrators:
In alignment with the transition to the PropTX MLS® service, each LSTAR brokerage will be granted administrative access based on the number of salespersons in their office. More specifically, one (1) administrative password is allowed for every ten (10) salespersons or part thereof, up to a maximum of ten (10) passwords.
LSTAR brokerages will need to pay a nominal fee for each administrative username issued and, starting with June 1st, 2024, there will be an additional initiation fee to be paid by the Broker of Record in amount of 50 + HST. Moreover, each Broker of Record will be charged $50 + HST per admin per year upon the renewal of their MLS® access.
Below is the full PropTx policy regarding this:
P-503 The Broker of Record/Manager of a Brokerage may be issued one or more administrative user names for use by office administrators or support staff to a maximum of one (1) administrative password for every ten (10) salespersons or part thereof, based on the registered Members in that office to a maximum of ten (10) passwords. Upon receipt by TRREB of a properly completed application, the Brokerage shall pay a one-time fee, as determined by the Board of Directors from time to time, for each administrative user name that is issued.
Additionally, after June 1, 2024, there will be a $50.00+HST Initiation fee. Upon renewal of the following year 2025, each admin will be billed to the Broker of Record for $50.00+HST yearly.
Therefore, your brokerage must decide which administrators will have access. Communications have been dispatched to guide you through this process. Please make sure you've responded to the email from membership [at] lstar.ca (membership[at]lstar[dot]ca), and kindly address any pending responses by referring to the reminders sent on January 23rd, 2024.
For REALTORS® Regarding Their Personal/Unlicensed Assistants:
The PropTX MLS® system permits only one (1) personal/unlicensed assistant per licensed member. Here's the key information:
- A maximum of one (1) authenticator is allowed for one (1) unlicensed assistant.
- The pro-rated yearly cost for a full 12 months (Jan-Dec) is $479.40 + HST, billed directly to the REALTOR®.
For those registered with more than one assistant, LSTAR has reached out with updated information. If you're in this situation, please decide which assistant you want to transfer to the PropTx MLS® service and let us know via membership [at] lstar.ca (membership[at]lstar[dot]ca).

Elevate Your Property Showings: LSTAR Best Practices
To ensure the success of property showings and uphold our commitment to professionalism, please follow these best practices:
- Adhere to Showing Instructions: Follow the showing instructions provided for each property.
- Maintain Property Condition: Leave the property in the same condition you found it. This includes lights, doors and any other features.
- Communicate Changes Promptly: If you anticipate being late or unable to make a scheduled showing, communicate promptly with the listing agent.
- Leave a Business Card: While not mandatory, this simple gesture facilitates future communication and reinforces your professional identity.
- Provide Timely Feedback: Sellers greatly value timely feedback. Take a moment to share your thoughts with the listing agent or directly through BrokerBay.
Your commitment to these practices will enhance the overall showing experience and contribute to increased seller satisfaction.

REALTOR® 'Duty to Cooperate' and REALTOR® Cooperation Policy Came into Force on January 3
Cooperation between REALTORS® is at the heart of every real estate transaction. On January 3, 2024, the REALTOR® Cooperation Policy came into force, activating the new “Duty of Cooperation” in Article 30 of the REALTOR® Code.
In response, ITSO has amended MLS® Rule 4.05 to read, "Within three (3) calendar days of Public Marketing of a property as 'Coming soon' in association with the MLS® Marks or REALTOR.ca, the Listing Brokerage must list the property on the MLS® System as set out in Article 2. 'Public Marketing' means the representation or marketing of a listing to the public or anyone not directly affiliated with the listing brokerage/office in a business capacity. For clarity, Public Marketing does not include one-to-one direct communication with a REALTOR® unaffiliated with the listing brokerage/office. Public Marketing includes any representation regarding the sale of a property, including but not limited to, flyers, yard signs, digital marketing on public facing websites, brokerage website displays and onsite brokerage promotion, digital communications marketing (i.e., email blasts, newsletters, social media posts), multi-brokerage listing sharing networks, and applications available to the general public)."
When LSTAR moves over to the PropTx MLS® System, the Listing Brokerage will only have two (2) calendar days to list the property on the MLS® System.

LSTAR Class Schedule for January & February 2024
To help Members get prepared for the opportunities unlocked by LSTAR’s transition to the PropTx MLS® ecosystem. LSTAR will continue to offer our regular suite of technology classes: Matrix™, BrokerBay, WEBForms®, GeoWarehouse®, and Listing Load, along with some training on REALM™, SkySlope, and new GeoWarehouse® features including HoodQ™. LSTAR has all the classes for Q1 ready for registration on the website, and a snapshot of the classes for the remainder of January and all of February can be found below, along with information on how to register.
To register for any LSTAR courses via the Member Hub (you will need to login), click on the Education tab and scroll down to “Upcoming LSTAR Learning Opportunities”. Expand the arrow by clicking on it and a table will appear with courses for the selected month. To register, click on the “Link”, which will re-direct you to your Matrix™ Portal to complete the registration. A confirmation email will be sent to you upon registration.
To register for any LSTAR courses, log in to Matrix™, then click on the “Links” tab along the top of the main page of Matrix™. On the next page, scroll down to “Member Portal - Profile, Account/Payment, Education Registration, and click the link. A confirmation email will be sent to you upon registration.

ITSO Matrix™ Updates – Representation Type & Street Names
ITSO has advised of two updates to Matrix™, effective January 9, 2024.
Representation Type Field
TRESA came into force December 1, 2023 and added a new concept of designated representation. Section 2(1) of the General Regulation includes the following definitions:
- “designated representation agreement” means a representation agreement between a brokerage and a client under which the brokerage provides services to the client and designates one or more brokers or salespersons employed by the brokerage to represent the client to the exclusion of the brokerage and all of the other brokers and salespersons employed by the brokerage.
- “brokerage representation agreement” means a representation agreement between a brokerage and a client under which the brokerage and all of the brokers and salespersons employed by the brokerage provide services, including representation, to the client;
ITSO has added a new field called “Representation Type” to Matrix™ with the options of Designated Representation or Brokerage Representation. This field will not be mandatory but if it is provided then it will be displayed on listings near the listing brokerage and salesperson information.
ITSO will make this field visible to all users on input and displays on January 9th, 2024. The field will not be on the data input form when we go live with the field, but it will be added to the data input forms when they are updated in early 2024.
Street Names
Street names are currently a free text field that allows REALTORS® to type in any name they want. This often means that there are typos and errors, which has resulted in inconsistent names in the ITSO MLS® System. Inaccurate street names can make properties difficult to find and can result in an inaccurate number for the continuous days on market.
To ensure that integrity of data in the MLS® System is high, and to increase the accuracy of street names, ITSO is changing the input of street names from a free text field to a data table where street names can be selected, similar to what exists when choosing a water body name. This change will be made live to all users January 9, 2024.
When creating new listings, users will need to click on “Auto-Fill these Address Fields” to be presented with the search box for street names.


Users can type the street name and search to find the correct name in the street table.

Once a name is selected from the table, the street name and street type will populate in the listing.

The street names in the table have been provided by MPAC so they will match if users start a listing filling fields from MPAC.
The table will be regularly updated by ITSO. However, if a user has a property that is on a new street that is yet not in the table, this can be overwritten by ITSO staff. REALTORS® should notify their Member Association of missing street names and Member Association staff can escalate the issue to ITSO to add the missing entry to the street table.
The street name verification will only apply to new listings. ITSO will be looking into what can be done to correct historical listings as the next step in this project.

Upload of Dens from ITSO Matrix™ to REALTOR.ca

Many ITSO REALTORS® have asked to have dens in their condominium listings appear as a “+1” bedroom on REALTOR.ca, which would allow ITSO listings to be advertised consistently with TRREB and RAHB condominium listings. This is a concern for condo apartments where a den is an essential marketing element for sellers and listing REALTORS®.
The Technology Committee and the CEO Advisory Group of ITSO discussed this issue at their respective meetings and decided that ITSO should allow above grade dens in condominium apartment listings feeding from the ITSO MLS® System to display as +1 bedrooms on REALTOR.ca. This will ensure that properties listed on multiple MLS® Systems are advertised in a consistent manner on REALTOR.ca. ITSO will be making this change January 30, 2024.
ITSO currently uses the “+1” tag in the upload to REALTOR.ca only for below grade bedrooms. Consequently, dens have not been indicated at the top of listings on REALTOR.ca as “+1”. Consumers are required to scroll down to the listing details to find the information about the den, which leads to confusion for consumers on REALTOR.ca, who may see two listings for the same property with a different number of bedrooms.
ITSO approached CREA to request an amendment to the REALTOR.ca displays to add dens at the top of listings where the bedroom and bathroom icons are displayed. CREA indicated that they are reluctant to change their displays to accommodate this request, which led to the Technology Committee and CEO Advisory Group of ITSO to conclude that ITSO should change the upload process.
Please note that this change will not affect dens on listings for other property types – it will only affect dens on listings with the property sub-type Apartment/Condo and ownership type Condominium. Note that the only place dens will appear as a +1 will be on REALTOR.ca.
Dens, which are not legal bedrooms, are still required to be entered into ITSO’s MLS® System as dens. Entering these rooms accurately as dens, rather than as bedrooms, is consistent with the obligation of entering accurate listing data found in Rule 2.06(b).
Lockbox Best Practices

Widely used by REALTORS®, lockboxes are convenient tools for facilitating property showings. However, the use of lockboxes doesn’t come without risks. To ensure a smooth process and maintain your seller’s confidence, please keep in mind the following tips:
- Opt for Electronic Supra Lockboxes: Choose an electronic Supra lockbox over a manual one for an extra layer of security. Supra lockboxes provide traceability, real-time notifications on property access, and great security features like preventing the key release without a valid eKey code.
- Secure Seller Consent: Obtain explicit permission from your sellers before using a lockbox. Sellers should be fully informed and agree to the use of this tool for property access.
- Restrict Code Sharing: Emphasize the importance of not sharing the lockbox code with unauthorized individuals. Unauthorized access poses risks to both real and personal property, compromising privacy, safety, and security.
- Agent Responsibilities: As an agent, it’s essential to understand and acknowledge your responsibility for the safekeeping of the property during showings. Make sure to adhere to all safety and security guidelines to create a positive experience for all parties involved.
- Schedule Showings: Just having a lockbox and an access code does not grant unrestricted entry. All showings must be arranged with the listing brokerage beforehand, unless otherwise specified in the showing information.
- Prompt Removal: It’s imperative to remove your lockbox promptly, on or before closing and no later than five business days from closing or the termination of your listing. Failure to do so may result in a referral to the Professional Standards Committee.
Condo Tips
When dealing with condos, it’s crucial to be aware of the various requirements imposed by the different Property Management Companies. Here are key considerations:
- Lockbox Permissions: Check with the Property Manager regarding lockbox permissions. Some may only allow specific types, such as the Supra lockbox, while prohibiting mechanical ones.
- Placement Guidelines: Determine where lockboxes can be placed, as some buildings have specific locations for security reasons.
- Unit Number Confidentiality: Avoid displaying the unit number on the lockbox. Instead, place your business card exclusively on the lockbox as a best practice.
Failing to follow the guidelines regarding the use of lockboxes and the rules set by the condominium’s property management company may expose you to potential liabilities, especially if a break-in occurs. It is of paramount importance that agents prioritize security measures and respect property management regulations to mitigate such risks.
By adhering to the above best practices, you will not only enhance the security of your property showings but will also project the image of a reputable real estate expert in the local community.
2024 LSTAR Scholarship Update
The application form for the 2024 LSTAR Scholarship will become available next month and this year the deadline for applications will be Friday, May 31st.
The LSTAR Scholarship is awarded to university or college-bound students who have demonstrated academic achievement, a high level of school and community involvement, maturity, responsibility, initiative, and strength of character. These students must either be the children, grandchildren or under the legal guardianship of a Member of the London and St. Thomas Association of REALTORS® or a Members' staff. Each award recipient receives $2,500.
Subdued December Sales Conclude a Moderate Year
Last month 335 homes exchanged hands via the MLS® System of the London and St Thomas Association of REALTORS® (LSTAR), bringing the total number of residential properties sold in 2023 in our area to 6,717.
"2023 was the year with the lowermost number of units sold in LSTAR’s jurisdiction since we entered the new millennium," said 2023 LSTAR Chair Adam Miller. "This record low was caused by the high borrowing costs, which are weighing down heavily on the local consumers’ buying power," he added.
Out of the 335 properties sold in December, 248 were single-family homes, 58 were townhouses, and 27 – apartments. “In 2023, LSTAR Members sold 5,006 single-family homes, 1,078 townhouses, and 552 apartments,” Miller emphasized.
The number of newly listed properties dropped from 928 in November to 386 in December. Despite the significant monthly decline, this number is still in line with LSTAR’s ten-year average for new listings for the month of December.
"Our December data appears to indicate that some sellers are opting to delay their plans until the spring. Despite this, there are still quite a few individuals actively participating in the market. For more insights and expert guidance on how to navigate the current real estate landscape, we encourage you to connect with a local REALTOR®," Miller said.
In December, our local real estate market experienced a few other noteworthy changes in key parameters.
Housing supply saw a minor monthly decrease, moving from 4.7 months in November to 4.4 months in December.
The average home price for the entire LSTAR jurisdiction reached $628,047 in December, showing a modest increase from the November figure of $605,661. However, the Composite MLS® Home Price Index (HPI) Benchmark Price sat at $571,200, marking a slight dip from November's $577,400. Year-to-date, LSTAR’s overall average price settled at $647,190.
"It is crucial to make a distinction between these two metrics. The HPI benchmark price reflects the perceived value of a 'typical home' in a specific area, considering certain housing attributes valued by local buyers. On the other hand, the average sales price is calculated by summing all home sale prices and dividing that total by the number of homes sold. This is why the HPI benchmark price is a more reliable tool for tracking trends over time: because it provides a more stable reference point when compared with average sales prices, which may greatly vary from one month to the next due to only a few outliers from the sales activity mix," stated Miller.

"When compared to the prices recorded in other provincial and national centres, homes within the LSTAR jurisdiction remained relatively affordable, positioning our region as an attractive housing market for many," Miller said. The chart below shows the most recent HPI benchmark prices, as provided by CREA.
According to a recent study1 by Altus Group, an average housing transaction in Ontario triggers approximately $77,420 in ancillary spending within three years from the date of purchase. These expenditures encompass various aspects, including legal fees, moving costs, furniture acquisitions, and home improvement expenses. "This means that the secondary spending generated by LSTAR’s 2023 home sales could contribute over $520 million to the local economy by 2026," Miller concluded.

In St. Thomas, you can donate blood at the Joe Thornton Community Centre at 75 Caso Crossing. Upcoming clinics are scheduled for Wednesday, March 6, and Wednesday, April 10, from 1:00 to 7:00 pm.
If you're in Aylmer, you can head over to the East Elgin Community Complex at 531 Talbot Street to donate blood. The next clinic is coming up on Thursday, March 28 from 1:30 to 7:30 pm.

LSTAR’s Offices Closed for Family Day
The offices of LSTAR will be closed on Monday, February 19th for the Family Day holiday, and will reopen on Tuesday, February 20th, 2024, for normal business hours.
